The I&A program specializes in information related to the needs of seniors and people with disabilities. The services of I&A are open to the general public. Adult Protective Services are mandated by Federal and State law to investigate and respond to all allegations of suspected elder and dependent adult abuse, which includes physical, financial, emotional, self neglect, and neglect by others.
A dependent adult is any person age 18 to 64 who due to a mental or physical disability is dependent upon another person for their care. An elder is a person 65 years of age and older.
In Home Supportive Services (IHSS)
IHSS is a non-medical home care program serving low-income seniors, adults and children with disabilities. The program pays for the services of a home care provider. Services include assistance with light house keeping, cooking, laundry, medical transportation, and personal care such as dressing, bathing, and grooming. Eligibility is based upon income and resource levels.
Public Authority for IHSS
The Public Authority for IHSS works to strengthen and improve the delivery of home care services for IHSS recipients. Services include an IHSS Provider Registry that matches recipients to providers seeking work. The Public Authority also arranges for provider training, and assists recipients and providers with problem solving and mediation services and support as needed.
The Public Authority is guided by an 11 member Advisory Committee. Members are appointed by the Board of Supervisors and advise staff and the Board on matters pertaining to the planning, evaluation, and oversight of the IHSS program.
Supplemental Security Income Advocacy Program
Social workers in the SSI-Advocacy Program work with individuals requiring assistance with applying for SSI benefits. The goal of the SSi-Advocacy Program is to help eligible people qualify for SSI benefits. SSi is a financial assistance program administered by the Social Security Administration for low income aged and people with disabilities. The workers in this program provide assistance through advocacy and mediation, emotional support, and guidance.
Area Agency on Aging (AAA)
In 1965 the federal government established the Older Americans Act (OAA) and in 1977 a national network of local AAA’s was established. The AAA’s act as lead agencies for the planning, development and coordination of services to older adults 60 years of age and older. Additionally the AAA administers funds allocated through the OAA, and the older Californians act (OCA). Annually the AAA allocates over 2 million dollars in grants to local non-profit senior service agencies. Services funded by the AAA include:

Military and Veterans Affairs Office
The Military and Veterans Affairs Office serves the local veteran community, by providing benefit claims assistance and advocacy, information and referral to community services, and assistance with identifying eligibility for state and federal programs and benefits. Assistance includes help with completing benefit applications, and with appeals of benefit denials.
